How does ICC address committee balance?

The Code Council’s ANSI approved Consensus Procedures outline the requirements for committee balance. The procedures identify 9 interest categories to be represented: Manufacturer, Builder, Standards Promulgator/Testing Laboratory, User, Utility, Consumer, Public Segment, Government Regulator, Insurance. No interest category can have more than a third of the committee, which is consistent with the widely accepted definition of dominance in the standards setting process. For the IECC, one-third of the committee is governmental representatives with no other interest category reaching that level of representation. The roster for the 2024 is available here. In considering committee members, the ICC Board looks to assure balance across these categories. Additionally, geographic diversity and racial, gender and socio-economic diversity are also considerations.
