There are multiple stages within the development process where the proposed content can change. All such changes trigger opportunities for additional public input until the final committee ballot.
- Initial Draft (July – October 12, 2021): Code change proposals to the drafts of the 2021 International Energy Conservation Code, Chapter 11 of the International Residential Code, and Chapter 15 International Code Council Performance Code are submitted. Many of the proposals received will be remanded to a subcommittee (all of which will conduct open meetings) for review and recommendation to the full committee. Open committee meetings will be held where the committee votes on all code change proposals made during the Initial Draft submittal period, resulting in the development of Public Comment Draft #1.
- Public Comment Draft #1: Public Comment Draft #1 will be a comprehensive draft of the 2024 IECC, Chapter 11 of the IRC, and Chapter 15 of the ICCPC, each of which are subject to public comments at this stage. In reviewing public comments, priority will be given to comments made to initial draft code proposals.
- Public Comment Draft #2: After the committee considers and votes on public comments received to Public Comment Draft #1 (2/3 approval required) they will be compiled into Public Comment Draft #2 of the 2024 IECC, Chapter 11 of the IRC, and Chapter 15 of the ICCPC which is subject to another public review period. Only the changes made by the committee to Public Comment Draft #1 are subject to comment during this phase.
- This process continues until comments have been resolved and the entire document is placed before the Consensus Committee members for approval (2/3 approval required).
- Publication of the 2024 IECC, IRC and the ICCPC will occur with the remaining 2024 I-Codes in the fall of 2023
